TOKYO (AP) ? Japan's consumer prices fell in 2012 for the fourth straight year, highlighting the central bank's challenge in fighting deflation as its governor Friday reaffirmed plans for aggressive monetary easing.
Bank of Japan Gov. Masaaki Shirakawa told reporters that it would take substantial effort to achieve a 2 percent inflation target, announced earlier this week, aimed at breaking a prolonged spell of falling prices that are thought to be discouraging business investment and stalling recovery for the world's third-largest economy.
The consumer price index, which excludes fresh foods, fell 0.1 percent in 2012, adding to pressure on the central bank to make progress in re-energizing the economy. The CPI also dipped 0.2 percent in December, as expected.
The central bank has pledged to do everything it can to meet the new inflation target declared under pressure from Prime Minister Shinzo Abe, who has made reviving the recession-stricken economy his top priority since taking office a month ago.
At the same time, Shirakawa cautioned, the central bank's role is also to ensure stability and prevent financial bubbles ? a growing worry among those skeptical that massive stimulus spending and heavy-duty monetary easing will do the trick after 20 years of economic malaise.
"Bubbles take a heavy toll on the economy," Shirakawa said. "The causes for them are varied, but they keep recurring," he said.
With monetary authorities of all the major economies in stimulus mode, massive amounts of money are flooding into world markets. Japan's Nikkei 225 stock index surged 2.9 percent, or 305.78 points, on Friday to 10,926.60. It has risen nearly 10 percent since the beginning of the year.
Shirakawa also stressed the need for improved fiscal discipline.
"Long-term interest rates will jump and erode the effect of monetary easing" if the central bank appears to be carelessly buying government bonds to achieve its target inflation rate, he said. Japan's public debt is already more than twice the size of the economy and rising fast.
While the central bank agreed to the inflation benchmark and "unlimited" monetary easing through open-ended asset purchases, the government must do its part to push ahead with reforms needed to revive growth and improve Japan's competitiveness, he said.
Japan's monetary easing has contributed to a weakening of its currency ? another of Abe's goals aimed at boosting the manufacturing sector by making Japanese products more price competitive overseas.
The yen was trading at 90.50 to the dollar late Friday, after hitting a two-and-a-half year low earlier in the day.
Finance Minister Taro Aso, meanwhile, fended off criticism that Japan is manipulating its currency ? a criticism voiced by some of its trading partners who have said they fear the weaker yen could precipitate competitive devaluations.
Japan's monetary easing is aimed at combatting deflation, and the yen is in a correction after a long spell of appreciation, he said.
"Suggesting it is currency manipulation is completely off the mark," Aso told reporters.

As Skype becomes more and more integrated with Microsoft's other products, privacy advocates around the world have asked it and its parent company to come clean on how, when and why the widely used?video chatting program?complies with government requests for information.
The request comes in the form of an open letter?Thursday,?addressed to Skype's president and Microsoft's chief privacy officer and general counsel, and ?is?signed by dozens of?organizations, including?the Electronic Frontier Foundation and Digital Rights Foundation.
People all over the world use Skype, including not just distant friends and family members, but journalists and activists for whom the secure and private chat platform is indispensable, the organizations say. And since Skype's takeover, there hasn't been a clear line on whether the service would remain that way.
Since 2011, when Microsoft purchased Skype for $8.5 billion, there have been relatively few bugs and breaches in the service. But at the same time, no information has been publicized that details what information Skype?collects, how it protects it, and with whom that information is shared.
In the letter, the signers ask for regular reports, like those put out by Google and Twitter, describing requests for information made by the government or private individuals. Details on what information is vulnerable to (or protected from) network providers and hackers are also suggested, and a statement on how Skype plans to cooperate with certain information-collection and wiretapping laws in the U.S. and China.
A Microsoft spokesperson declined to address the questions of the letter specifically, but offered the following statement to NBC News:
We are reviewing the letter. Microsoft has an ongoing commitment to collaborate with advocates, industry partners and governments worldwide to develop solutions and promote effective public policies that help protect people's online safety and privacy.

NEW YORK (Reuters) - AT&T Inc's revenue rose faster than expected in the fourth quarter as it added more subscribers due to strong sales of smartphones like Apple Inc's iPhone, sending its shares up 1 percent in late trade.
The No. 2 U.S. mobile service provider said on Thursday that it added 780,000 subscribers in the quarter compared with the average expectation for 699,200 from 10 analysts. Most estimates were 700,000 or higher but the lowest was 475,000.
AT&T forecast earnings and revenue growth for the full year 2013 but said it is expecting little improvement in the economy.
While the company's sale of 8.6 million iPhones in the quarter helped AT&T's subscriber numbers it hurt its profit because AT&T pays Apple a big subsidy for every iPhone it sells so it can offer a discount to customers who commit to contracts.
AT&T's wireless service profit margin based on earnings before interest, tax, depreciation and amortization was 29.1 percent, compared with the average expectation for 31.29 percent from ten analysts contacted by Reuters.
The company forecast earnings per share growth in the upper-single digit percentage range or higher and revenue growth exceeding 2 percent for 2013 based on strength in wireless and its wireline consumer business.
"Guidance was good but not dramatically good," said Hudson Square Research analyst Todd Rethemeier.
AT&T's fourth quarter loss was $3.86 billion or 68 cents per share, compared with a loss of $6.68 billion or $1.12 per share in the year-ago quarter when it took big charges including the break-up fee for its failed purchase of T-Mobile USA, a Deutsche Telekom unit.
Revenue rose to $32.58 billion from $32.5 billion and compared with Wall Street expectations for $32.2 billion, according to Thomson Reuters I/B/E/S.
While AT&T's wireless subscriber growth was better than expected it was slower than bigger rival Verizon Wireless, a venture of Verizon Communications and Vodafone Group Plc, which reported subscriber additions of 2.1 million on Tuesday.
Sprint Nextel, the No. 3 U.S. mobile provider, does not report its results until February 7.
AT&T shares rose 1 percent to $34.13 after closing at $33.75 in the regular New York Stock Exchange session.

Unified Communications (UC) has been one of the most far-reaching developments in enterprise networking, and represents a technology that continues to grow and evolve. ?Initially focused on integrating all of a user's real time (voice and video), near real time (instant messaging or "IM"), and asynchronous (email, fax) communications together in single dashboard with instant access to colleagues' presence status (in/out of office, in a meeting, on the phone, etc.) and available modes of communications, UC has now expanded to embrace collaboration (audio/video conferencing, web meetings, and desktop sharing) as well as social networking functions like user profiles, skills search, and collaborative workspaces.
Along with an expanding range of capabilities, UC type solutions are now being offered by a wide and diverse range of companies. Much of the original drive to UC came from the traditional PBX vendors and Cisco, Avaya, Siemens, NEC, ShoreTel and the rest continue to build their UC portfolios. However, the incorporation of IM, presence, and email (particularly with the use of unified messaging) has attracted desktop vendors like IBM with its Sametime offering and, more importantly, Microsoft with its Lync UC solution. Finally, the expansion in the direction of social networking in combination with comsumerization has seen the introduction of UC-like capabilities from Google, Skype (now part of Microsoft), LinkedIn, and even Facebook, though that company is clearly focused more on consumers than enterprise users.
In December 2012, Webtorials surveyed more than 200 Enterprise IT professionals in organizations with 1,000 to over 100,000 employees to determine their interest in UC, levels of deployment and drivers for adoption, as well as identify preferred vendors for the various UC functions with a particular focus on Microsoft Lync .
The bottom line is that UC will continue to evolve and grow until there is no longer any question as to what "is" or "is not" UC. ?Rather, just as the lines between telephony and "data communications" dissolved in the past, applications and communications will no longer exist separately.?
It also appears at this point there will be a "soft" duopoly of vendors supplying UC functions, with Microsoft and Cisco having a plurality of market shares but a continuing strong presence from other players. ?As such, the need for standards-based interoperability via Session Initiation Protocol (SIP) and related protocols, implemented on platforms such as session border controllers (SBCs), will be the key to supporting this multi-vendor environment.?
The report presents the results in detail to provide a picture of what is driving the UC market, how users intend to deploy both enterprise voice and UC, the preferred vendors for different UC components, and how Microsoft's position in the UC and enterprise voice markets is shaping up.?

So what is Learner Voice? Well, it?s when learners/students actually take control of their own learning, and help shape that learning. Now, that can be an amazing leap for many educators, especially those who have never taught away from the front of the room, and never relinquished the education stage to students.
Learning should be, after all, not about what the teacher knows and can present?anymore. It is certainly not about what the student can restate from the recitation of the teacher, either. If you ask a student to talk intelligently on topic, today, appropriately, technologically equipped students have a tremendous advantage. As an educator, you don?t have all the knowledge; a textbook or reference book, no matter how recent won?t either. Students get this without us telling them. Educators, who can do this, empower students.
Students know they can get more recent information using a laptop, a tablet, or a smartphone. Teachers know, or should know, that the information they?re getting may not be completely accurate. Now, that?s where the teaching is. I believe it has always been there?since the slate and chalkboard times, but today all educators, and not just the Library Media Specialist, are on point when it comes to helping students interpret digital information.
Students, who at one time, may have completely turned off and tuned out?aren?t. Instead, they continue to seek opportunities to learn?outside the classroom?and in areas not part of a district?s prescribed curricula. Today, these students are becoming a force for education change. Technology makes it possible for students in all part of the world to band together seeking their Learner Voice. Get your students, staff, and community involved in the debate.

WASHINGTON (AP) ? Governors who reject health insurance for the poor under the federal health care overhaul could wind up in a politically awkward position on immigration: A quirk in the law means some U.S. citizens would be forced to go without coverage, while legal immigrants residing in the same state could still get it.
It's an unintended consequence of how last year's Supreme Court decision changed the Medicaid provisions of President Barack Obama's health care law. The overhaul expanded the federal-state program for low-income and disabled people. The Supreme Court made the Medicaid expansion optional for states, which complicated things.
Arizona officials called attention to the problem last week, when Republican Gov. Jan Brewer opted to accept the Medicaid expansion.
Brewer had been a leading opponent of the overhaul, and her decision got widespread attention. State budget documents cited the immigration glitch as one of her reasons.
"If Arizona does not expand, for poor Arizonans below (the federal poverty line), only legal immigrants, but not citizens, would be eligible for subsidies," the documents said.
That's because the immigrants would be eligible for government-subsidized private insurance, while low-income citizens would not. The Obama administration confirmed Arizona's interpretation.
The gist of what Brewer was saying is that "by rejecting the expansion, you are essentially rewarding the immigrant population at the expense of full citizens," said Matt Salo, executive director of the National Association of Medicaid Directors, a nonpartisan group that represents the states in Washington.
"The political optics of that could be crushing," he added.
It could take some explaining for Texas Gov. Rick Perry, steadfastly opposed to what foes dismiss as "Obamacare," and for Florida Gov. Rick Scott, who is reassessing his position. Both states have large numbers of uninsured citizens and legal immigrants.
"I think politicians will be under a lot of pressure not to create these sorts of inequities," said Jennifer Ng'andu, a health policy expert with the National Council of La Raza, one of the major Latino advocacy groups. Her group supports the health care law and is urging every state to accept the Medicaid expansion.
The quirk in the Affordable Care Act was not planned. It came about on the twisting route that laws follow from Congress to the president's desk and to the courts.
To be sure, no one is talking about the government buying health insurance for illegal immigrants. That's not allowed under Medicaid or Obama's law. Instead, the issue here is between U.S. citizens and legal immigrants, those who are lawfully present in the country.
Here's the convoluted background:
Starting Jan. 1, 2014, the health care law will offer health insurance to millions of people now uninsured. Middle-class uninsured people will be able to get taxpayer-subsidized private policies through new markets called exchanges. Low-income uninsured people will be steered to Medicaid, a government program jointly funded by Washington and the states.
Under previous laws, legal immigrants have to wait five years to qualify for Medicaid. Ng'andu said Hispanic advocacy groups wanted to lift that restriction during the 2009 congressional health care debate, but couldn't get political support. The Medicaid waiting period remained in place, but a compromise was reached that would allow low-income legal immigrants to get subsidized private coverage in the new health insurance exchanges.
The health care law expanded Medicaid to cover millions of low-income adults who are ineligible under current rules. As written, the law assumed that every state would accept the Medicaid expansion, with Washington paying for most of it. So the law stipulated that people below the federal poverty line ? $11, 170 for a single person, $23,050 for a family of four? could not get subsidies for private coverage in the exchanges. Medicaid was to be their only option.
Legal immigrants here for less than five years remained an exception.
Along came the Supreme Court. It upheld Obama's law, but ruled that states were free to accept or reject the Medicaid expansion. The court did not touch the issue of coverage for legal immigrants in the health insurance exchanges. That provision remained in place.
And that's how the immigration glitch came to be. Poor people in a state that turns down Obama's Medicaid expansion can only get government subsidized coverage if they are legal immigrants. U.S. citizens are out of luck.
So far 11 states have said they're not interested in the Medicaid expansion. Meanwhile, while 17 states and Washington, DC, say they are taking it. The rest are weighing their options. The immigration glitch is now one of those considerations.

Cookiecutter sharks aren't very neighborly. Like most sharks (or any marine animal, for that matter), cookiecutters roam the ocean looking for food. But unlike typical meat eaters, these sharks don't kill their prey ? they just take a bite and move on.
And for the first time, scientists have found evidence that these small sharks even go after one of the world's most fearsome predators, the great white shark. Great whites are about 10 times the size of a cookiecutter shark.
Divers in a shark tank off of Guadalupe Island, which is about 150 miles (240 kilometers) west of Mexico's Baja California peninsula, took a photograph of a great white sporting a fresh bite from a cookiecutter, as documented in a study published recently in the journal Pacific Science. It's the first photographic evidence of such a bite, said study author Yannis Papastamatiou, a marine biologist at the Florida Museum of Natural History.
"Animals at the top of the food chain can still get attacked by things a lot smaller than them," Papastamatiou told OurAmazingPlanet.
Cookiecutter sharks leave a very distinctive scar when they bite; their specialized jaw allows them to "scoop out a hemispherical plug of flesh from their prey," according to the study. The sharks' name comes from the uniformity of the bite, which looks "like you took a cookie cutter to some dough," Papastamatiou said. "'Ice-cream-scoop shark' would be technically more accurate, but it doesn't have quite the same ring to it."

The sharks have been known to prey on a wide variety of marine animals, including swordfish, whales, orcas and even a human swimmer ? and now, great white sharks. "This really shows there's no marine predator that can't be attacked by this little shark, which is impressive," he said. Scientists don't think bites from the cookiecutters can seriously harm these large predators.?
The cookiecutter shark (Isistius brasiliensis) can grow up to 20 inches (50 centimeters) long, while great whites can reach lengths of nearly 20 feet (6 meters), according to the International Union for Conservation of Nature. Cookiecutter sharks range throughout the world in tropical and subtropical waters. They often dive during the day and come near the surface at night. One specimen was caught at a depth of 9,840 feet (3,000 meters), Papastamatiou said.
But how wise is it to attack large predator 10 times your size? There's almost no evidence of how often the cookiecutter's bold strategy fails, Papastamatiou said. However, researchers found one cookiecutter shark in the stomach of a large bluefin tuna, suggesting the tactic isn't foolproof.

NEW YORK (AP) ? A new study shows New York City is doing better than Los Angeles in the battle against childhood obesity, at least for low-income children.
From 2003 to 2011, obesity rates for poor children dropped in New York to around 16 percent. But they rose in Los Angeles and ended at about 20 percent.
The researchers focused on children ages 3 and 4 enrolled in a government program that provides food and other services to women and their young children.
The Centers for Disease Control and Prevention released the study Thursday.
The authors noted that the Los Angeles program has many more Mexican-American kids. Obesity is more common in Mexican-American boys than in white or black kids.

CALGARY, Alberta (Reuters) - The government of Alberta, which has warned about the impact on public coffers of deeply discounted Canadian oil prices, said on Tuesday it will deliver what is expected to be a miserly budget for the country's top energy-producing province on March 7.
Premier Alison Redford's Progressive Conservatives have said weak prices for heavy crude from the Western province's vast oil sands may prevent a return to a hoped-for surplus in the upcoming fiscal year, and that all of Alberta's government departments will have to look for ways to reduce spending.
However, Redford also said this week that deep, across-the-board spending cuts are not in the offing.
Heavy crude has recently sold for more than $40 a barrel under benchmark West Texas Intermediate, due to limited pipeline capacity to move the supplies to the United States as well as delays to a U.S. refinery project that would boost demand for the Alberta oil.
For the current budget year, the government has warned that the deficit could be triple the initial estimate of C$886 million ($901 million).

The governor of Japan's central bank says it will persist in easing monetary conditions as it tries to pull the country out of a deflationary slump.
In comments Tuesday to branch managers of the central bank, Bank of Japan Gov. Masaaki Shirakawa noted risks from the European debt crisis and continued tensions with China over a territorial dispute that are inhibiting investment by Japanese manufacturers and other businesses.
Japan's currency, the yen, has slipped against the U.S. dollar and euro recently, in a slide that began in anticipation that Shinzo Abe, head of the Liberal Democratic Party, would become prime minister. Abe has been lobbying the central bank for aggressive action for months, demanding that it meet an inflation target of about 2 percent, despite the bank's ostensibly independent status.
So far prices remain flat, Shirakawa said, indicating scant progress toward escaping deflation.
In announcing a 20 trillion yen ($225 billion) economic stimulus package last Friday, Abe reiterated his calls for the central bank to do more to boost growth.
"The Bank of Japan recognizes it is crucial for the economy to overcome deflation as soon as possible and resume a sustainable growth path with price stability," Shirakawa said according to a copy of his remarks on the BOJ's web site.
The yen's fall to its lowest level since April 2011 has helped relieve pressure on manufacturers whose competitiveness and profitability have suffered due in part to the currency's prolonged appreciation. But many businesses have expressed concern that the yen could fall too far, adding to uncertainties and raising costs for imported fuel and other commodities.
At midday Tuesday, the yen was trading at 89.07 to the dollar, down 0.5 percent from the day before. For much of past year the yen traded below 80 to the dollar. It was at 118.82 yen per euro, down 0.8 percent.

A situation came across?our desk this week and we thought we?d work it into a piece about circumventing assignment and subletting restrictions. As we started to scribble some notes, we were forced to rethink some of the whys and wherefores of these restrictions in the first place. And, that?s the plan today, leaving ?circumvention? for later, probably next week.
As has been said here and elsewhere, a lease is a conveyance, more particularly of a ?non-freehold? estate in land. It has a limited duration and isn?t really an ownership interest. What is does do is give the tenant ?exclusive possession? of the land. And, by ?exclusive,? it means that even the landlord does not have any right to possess or use the land (or premises).
To Ruminations, this means that when a landlord says: ?I don?t want you making money from my property, after all it is mine, not yours,? its tenant should respond,? I?m not interested in making any money from your property, only from my exclusive possession of the premises.? After all, the landlord has absolutely no right to put anyone else into the premises during the lease term and the landlord doesn?t lose anything it hadn?t already lost once it agreed that its tenant had a five, ten or whatever year lease.
?OK,? you say, ?but it isn?t just that the premises are going to be occupied anyway, it?s that I picked ?you? to be my tenant.? That might be true in a small number of special cases, but in our experience that?s just not the case. In many, many cases, the landlord is thrilled that anyone who could pay the rent is interested in the space. It usually doesn?t matter whether it is Sally or Janet or Gaeta or Yosef. For small spaces, the tenant?s bank account rarely seems to matter. And, as readers will see below, financial tests for assignees or subtenants shouldn?t even matter.
What we are saying is that once a landlord has given possession of the premises to a tenant who has obligated itself to pay rent and maintain those premises until a given date, the landlord gets the benefit of its bargain no matter who is in the space. Of course, there are going to be rules of behavior for that occupant, but they aren?t dependant on the ?face? of the tenant. The original tenant remains obligated to pay the rent and remains obligated to see that the rest of the occupant?s?lease obligations are met. In fact,?when a tenant assigns its lease or sublets its premises, even more people are obligated to stand behind and abide by the lease?s requirements. That should be good for a landlord ? an unbargained-for advantage. Yet, landlords think they can restrict their tenant?s ability to pay the rent (by barring or interferring with their tenant?s getting sublease revenue or with finding someone else to take over primary payment liability) and?still insist that the tenant?remain obligated to pay.
When a landlord leases space, it rolls the dice as to whether its tenant will be able to pay the rent. Landlords make their guess based on the prospective tenant?s financial and operational ability and once a lease is signed, it?s just like bowling. After the ball leaves your hand, there is nothing you (think, landlord) can do to change the ball?s direction (think, enhance the tenant?s financial worthiness). You (the landlord) made your choice and the tenant is going to hit a lot of pins or go into the gutter, so to speak. A landlord can pick a 250 bowler who stays in that range or falls off a cliff. You can pick Circuit City or Apple (today?s darling). More often, however, if the space is ?sucking wind? many (most?) landlords will grab anyone short of someone on the wrong side of life support.
What does this all mean? Here?s what Ruminations is thinking. Tenants have committed to paying rent for the premises no matter whether they need the space any longer or not. You can call it ?exclusive possession,? but what it really means is that a tenant has exclusive control over the premises during the lease term. It never seems to matter if the tenant runs its business ?hands on? by showing up every day or hires people to do that work. Why should it matter if the tenant ?hires? a whole company to operate a business within its premises? No landlord asks its tenant: ?How do you pay the people who run your business?? Why should a landlord tell someone who has committed to pay rent for ten years that it, the tenant, can?t let someone else run the business within the premises? That ?someone else? could be an employee or an assignee or a subtenant.
Now, we know this is getting some readers a little hot under the collar. Some will say, ?But, I made my deal with ?you.? I expected to see ?you? in the premises.? No, they didn?t; in almost all cases, they only really expected ?you? to pay the rent. And, in the case of a sublease, that very same ?you? will continue to pay the rent. In the case of assignment, that very same ?you? is in the role of a guarantor of the rent. In fact, the landlord is never worse off when it comes to financial security; it can only be better off following an assignment or even a subletting. In the case of an assignment, even if the assignee?s net worth is only a dollar, the landlord now has one dollar more of net worth behind the rent than it had immediately before the assignment. In the case of a subletting, its tenant now has its own net worth PLUS the ability to go after its subtenant?s net worth.
None of this is to say that a landlord doesn?t have a legitimate right as to things like tenant mix or to insist that a lease include provisions setting behavior rules for whoever might be in the premises, such as hours of operation or tenant parking. But, we don?t thing that the name over the door matters all that much (and rarely ever in other than retail projects) and certainly don?t think that the ?face? of the actual occupant matters at all. That?s not to say that a familiar trade name might not be important, but there is an irony there as well. The better known the trade name or ?flag,? the less likely it is that the lease will have many transfer restrictions. Often, the best a landlord can do with a strong bargaining power tenant is to restrict ?free transferability? to regional or national tenants. That means that the most onerous assignment and subletting restrictions are found in leases with tenants the initial identity of whom mattered the least when the lease was signed.

Joe Bellrichard is still wondering how all this effort to raise funds for his cancer treatment got so prominent. Fliers, Facebook posts and now a news article, and Bellrichard is still amazed.
?It?s getting bigger than I thought,? he said Friday. ?I didn?t realize how big it?s getting.?
Yet organizers for an upcoming benefit say if anyone deserves the attention, it?s Bellrichard. A Navy Reserves veteran who worked for Hormel Foods for 39 and a half years, Bellrichard is known for his happy attitude and his jokes. Now that positivity is coming back to him, as he?s getting help fighting off cancer and a tumor in his head.
?He?s a great guy,? said his daughter, Bridget Bellrichard. ?He always has a good joke, he?s pretty outgoing, very friendly, very likable, he gets along with everybody or tries to get along with everybody.?
Joe didn?t feel very outgoing one Sunday last July, when he complained to his wife Susan of having a large headache all day. When it wouldn?t subside that night, his wife thought the 68-year-old should go to the hospital.
Joe and his wife went to the emergency room at about 2 a.m., and after some examining and a CT scan, doctors found a tumor in his head. By 5:30 a.m. that morning, Joe was riding in an ambulance to St. Marys Hospital in Rochester.
That was the beginning of a two-week stint in the hospital for Joe. Doctors diagnosed him with a neuroendocrine tumor, meaning he had a tumor in his head, in front of his brain wall and right behind his sinus cavity. They told Joe there were less than 30 people in the world with such a tumor.
?I told him, ?Dad, I knew you were special, but did you have to be this special??? Bridget said.
What?s more, Joe came down with a severe case of meningitis as a result, which is what caused his headaches. While Joe spent the next 12 days in the hospital recovering from meningitis, doctors found he had colon cancer, and he went from borderline to fully diabetic.
Joe has surgery and completed chemotherapy to deal with his cancer, but his tumor is a little more difficult to deal with. Doctors say it?s too risky to operate on the tumor, given where it is, so Joe is taking chemo in pill form. While the pills usually deal with lung cancer and tumors, doctors told Joe the pills will deliver chemo and radiation to his head better than normal treatment could.
It hasn?t been easy for Joe, as doctors upped his chemo dosage when he was in regular treatment, and he has to go in about two to three times a week for various side effects. Still, Joe is feeling pretty good at the moment, and he?s more worried about his family than himself.
?It?s been a tough year for the wife and the family, going back and forth to Rochester,? he said.
Friends and family members are organizing a benefit at the Eagles Club this weekend to help the Bellrichards cover medical expenses. The event is organized by Dave Gordon and his wife, who met Joe several years ago.
?This is just something I felt someone needed to do, so I took it on,? Gordon said. ?This is just something for people to do something tangible.?
The benefit will take place from 11 a.m. to 3 p.m. Sunday, Jan. 20, at the Austin Eagles Club. There will be a pulled pork meal for $8, with tickets sold in advance. In addition, a silent auction, bake sale and raffle are planned, and organizers are asking community members and businesses to donate an item, certificate or cash for the auction.
In addition, residents can donate to the Joe Bellrichard Benefit at Accentra Credit Union. Residents can call 507-433-2580 or 437-1796 with questions or donated item arrangements.
Though the attention may be on Joe, he knows all this wouldn?t have been possible without a positive outlook, a lot of prayer, and some good friends to help.

PASADENA, Calif. (AP) ? Mark Burnett says reality TV shows don't have to be mean to work.
The veteran producer of "Survivor" and "The Voice" is working on a new CBS show, "The Job," which premieres on CBS on Feb. 8. It depicts candidates applying for jobs at several companies, and takes viewers through the whole nerve-racking experience.
"I think I've proved in the last few years a kinder approach on television does work," said Burnett, who was brought on to help at "The Job" by series creator Michael Davies. Burnett said Saturday that "The Voice" avoids "ripping people for entertainment value" and has "crushed" Fox competitor "The X Factor" as result.
"The Job" also has no intent to humiliate people, producers said.
The first two episodes feature candidates applying for jobs at the Palm restaurant chain and at Cosmopolitan magazine. Future featured companies include Major League Soccer, Epic Records, Live Nation and the online shopping site Gilt.
Five people are competing for jobs in each show. The twist is that after a decision is made, employers in the same industry sometimes swoop in and claim rejected candidates.
Burnett said it's fun to see the reaction of employers when that happens.
"Everybody wants what somebody else wants," he said. "When you want to buy a car or a house or go somewhere, you think, 'Should I do it?' and then someone will say, 'Oh, someone else is going to buy that.' You suddenly want it even more. It's great to see the playing field leveled."
Beyond the entertainment value, Davies said viewers will get practical advice on how to apply and interview for jobs.

Guilty of online piracy? Verizon may slow your high-speed Internet service to a crawl.
The company is considering punishing subscribers who illegally share movies or songs on the Internet by temporarily throttling their Web service to dial-up speeds.
An internal Verizon document leaked online Friday outlines the proposed "copyright alert program." The plan is part of a controversial strategy being rolled out in coming weeks by the entertainment industry and major Internet providers to crack down on Internet piracy, which content creators say costs them billions in lost revenue each year.
Under Verizon's proposed program, subscribers accused of copyright infringement will receive a series of alerts, which critics of such programs call "six strikes." After the first two offenses, Verizon will send emails to subscribers with a link allowing them to see if illegal file-sharing is operating on their computers and how to remove it, according to the leaked document, which was confirmed as authentic by a Verizon spokesman.
After the next two offenses, Verizon will redirect subscribers' browsers to a website where they must acknowledge receiving the alerts and watch a short video about "the consequence of copyright infringement," according to the document. After the fifth and sixth notices, accused copyright violators have the option of either accepting slower Internet speeds for two to three days or asking an arbitrator to review whether they are guilty of Internet piracy -- for the price of $35. If the arbitrator rules in the user's favor, the $35 is refunded and his or her Internet speeds go untouched.
Verizon spokesman Ed McFadden said the leaked document was "a discussion draft" and had not been finalized. He said the company would send notices to subscribers about the copyright alert program in coming weeks.
Verizon, which has about 23 million landline customers in the mid-Atlantic and Northeast, is one of five major Internet service providers -- along with AT&T, Comcast, Cablevision and Time Warner Cable -- who have partnered with the recording and movie industries on a new strategy to deter copyright violators. The shift in strategy comes one year after controversial anti-piracy legislation, known as SOPA and PIPA, sparked an Internet outcry and failed to pass Congress.
Time Warner Cable's plan is similar to Verizon's, but instead of throttling Internet speeds of accused copyright violators, the company plans to temporarily suspend their service until they call a customer service representative and agree to stop pirating copyrighted material, according to spokesman Alex Dudley. It was unclear when Time Warner Cable's program would take effect, he said.
Representatives for Comcast and Cablevision did not return requests for comment about their copyright alert programs. An AT&T spokesman declined to comment.
Some industry observers questioned whether the plans will be effective. Internet users who frequently engage in illegal file-sharing often use private networks or proxy services to disguise the location of their computers, noted Karl Bode, editor of the blog DSL Reports, which covers the broadband industry.
"As a result, these plans are much more about scaring most users away from piracy, as opposed to accomplishing the impossible task of trying to completely stop piracy on ISP networks," Bode wrote Friday.
In addition, accused copyright violators will not be allowed to repeatedly blame unsecured wireless routers for illegal file-sharing on their networks, a restriction that could affect small businesses that provide Wi-Fi access to customers or subscribers who leave their Wi-Fi unsecured, the Electronic Frontier Foundation noted when the program was first discussed in 2011.
In a blog post last fall, the Center for Copyright Information -- which is coordinating the program between the movie and music industries and the Internet service providers -- sought to clarify misconceptions that accused copyright violators could permanently lose Internet service.
"This is not a 'six-strikes-and-you?re-out' system that would result in termination," the post said. Instead, it called the copyright alert system a "progressive system aimed at educating Internet subscribers about digital copyright and the potential consequences of inadvertent or purposeful copyright violations through peer-to-peer networks."
But beyond the new strategy, Internet users could still have their service terminated for engaging in Internet piracy. Under Time Warner Cable's subscriber agreement, the company reserves the right to terminate or suspend the service of account holders "even for a single act of copyright infringement."
