To create 2.4 million jobs invest excess corporate cash: UMD study

U.S. corporations have far less cash on hand to invest than popularly believed - but enough to provide a significant economic stimulus and renewed employment growth in the midst of a tepid economic recovery, concludes a new study by University of Maryland economic researchers.

The study projects that if corporations invested their "excess" cash reserves in capital projects, it could generate as many as 2.4 million jobs over the next three years.

"We estimate that non-financial corporations are holding about $508 billion in excess cash, about one-fourth the size of the 'cash hoard' figures regularly thrown around in the U.S. media," says University of Maryland economist Jeffrey Werling, executive director of the Inforum Research Center. "However, this is still more than three percent of gross domestic product (GDP). Spending even a fraction of these cash reserves on capital investment could substantially boost economic growth and employment."

The Inforum study was commissioned by the UN's International Labour Organization (ILO) as part of its Global Employment Trends 2012. The ILO asked Inforum to project how increased corporate investment could help accelerate the U.S. recovery.

"It's not surprising that U.S. industry would be tight-fisted given the highly uncertain economic environment, but the consequence is a low level of total investment, economic growth and job creation," Werling explains.

"Now, as government fiscal austerity hampers U.S. economic growth, new private spending becomes essential to close the employment gap," he adds. "Investment in new plant and equipment could help pick up the slack from reduced government expenditure, boosting payrolls and providing a much-needed jolt to economic activity."

PROJECTIONS

Using its dynamic model of the U.S. national economy, the Maryland team estimated that expenditure of all the $508 million cash reserve in industry operations across three years starting in 2012 could:

Add an additional 2.4 million jobs by 2014, reducing the unemployment rate 1.5 percent; Increase U.S. GDP one per cent in 2012, 1.5 per cent in 2013, and 1.6 per cent in 2014.

A more conservative assumption that only half of the excess cash reserves are spent on capital investment creates more than 1 million new jobs over 2012 to 2013, the study finds.

INFRASTRUCTURE BANK

A second scenario envisions creation of an "Infrastructure Bank" into which companies could invest a portion of their cash. Bank deposits would support infrastructure investment projects throughout the economy.

A key feature is the introduction of a tax amnesty program for companies' overseas cash, enacted with a requirement that repatriated funds be invested for three years in an infrastructure bank. These resources would be made available to support a variety of public infrastructure improvement projects throughout the economy. The assumption is that investment in state, local, and federal structures would increase by a total of $250 billion between 2013 and 2016.

This investment is projected to boost GDP about 0.8 per cent in 2014 and 2015, providing employment for an additional 1.1 million workers, the study concludes.

CASH HOARD ESTIMATE

Inforum estimated excess cash holdings among U.S. corporations by comparing current and historical ratios of liquid assets to current liabilities. The current ratio was found to be more than 14 percent greater than the historical average, implying that $508 billion of cash holdings are beyond levels needed for normal operations.

The study, published today, Thursday 16 February, in IOP Publishing's journal Environmental Research Letters, claims that the rapid deployment of low-greenhouse-gas-emitting technologies (LGEs) will initially increase emissions as they will require a large amount of energy to construct and install.

These cumulative emissions will remain in the atmosphere for extended periods due to the long lifetime of CO2, meaning that global mean surface temperatures will increase to a level greater than if we continued to use conventional coal-fired plants.

Delaying the rollout of the technologies is not an option however; the risks of environmental harm will be much greater in the second half of the century and beyond if we continue to rely on coal-based technologies.

The researchers, from Intellectual Ventures and the Carnegie Institution, Stanford, arrived at their conclusions through a set of simple mathematical models that calculated the effect of switching energy technologies on the concentration of greenhouse gases, radiative forcing ( the balance between absorbed and radiated energy from the sun) and global mean temperature.

Coal-based power plants were used as the basis for comparison because they generate the most greenhouse gases per unit of electricity produced replacing plants of this kind will have the greatest benefits on the climate.

These power plants were compared to wind power, nuclear power, hydroelectric power, carbon capture and storage, and natural gas. Solar photovoltaics (harnessing the sun for electricity) and solar thermal (harnessing the sun for heat) were also compared.

"Achieving substantial reductions in temperatures relative to the coal-based system will take the better part of a century, and will depend on rapid and massive deployment of some mix of conservation, wind, solar, and nuclear, and possibly carbon capture and storage," the researchers write.

I've been playing with the Samsung Galaxy Note for the last week or so (be sure to check out our full review here), and though I'm still digging the novelty of a 5-inch smartphone, there's one feature I'm still not sold on - the pen. Ever since the HTC Flyer, pen accessories have been making a quiet comeback to Android devices. The HTC Jetstream included one too, and now the Samsung Galaxy Note is having a go at the stylus. 

We've seen a wholesale switch to finger touch input since the iPhone came around, so it's a bit anachronistic seeing stylus-enabled devices popping up again. Pen input hasn't been popular since Windows Mobile and Palm devices, and even then, it was mostly because the resistive screens demanded them. Of course, the devices making the rounds these days are using pens more as a secondary input with a few tailored applications, rather than being a necessity.

Why California Almonds Need North Dakota Flowers (And A Few Billion Bees)

Almond trees rely on bees to pollinate during their brief bloom for a few weeks in February.

This is one of those stories that reminds us that everything really is connected to everything else.

Here's the web of connections: a threat to California's booming almond business; hard times for honeybees in North Dakota; and high corn prices.

Confused?

OK, let's start with the almonds. They come from an old-world tree that migrated to California and prospered in the hands of farmers like James McFarlane, who lives right outside the city of Clovis.

"When I was a boy, they used to talk about how California's crop rivaled Spain's," says McFarlane. "Well, California crop left Spain's in the dust and didn't even look back."

In fact, it's one of the great success stories of California agriculture. Twenty years ago, the state produced a modest half-billion pounds of almonds each year. "We hit a billion pounds and it just never stopped. This past year it's the better part of 2 billion pounds," says McFarlane. The Central Valley of California actually grows two-thirds of all the almonds in the world.

But here's where we get into all those not-so-obvious connections. These superproductive almond trees are needy creatures. They need lots of water and fertilizer. And they also need big, vigorous insects to carry pollen from one blossom to another.

?

They need honeybees ? billions of honeybees. And those bees have to come from somewhere else. That's why California's almond orchards have become "ground zero in commercial beekeeping," says Zac Browning, a beekeeper.

I met Browning in the middle of a huge almond orchard near the tiny town of Snelling, Calif. His beehives ? 6,000 of them ? were lined up as far as I could see along a dirt road down the middle of the ranch. The hives had just arrived from a storage building in Idaho where they'd spent the winter. They were carted in on a caravan of trailers with 480 white wooden boxes per load.

This was just a small part of a great national bee migration that connects California to the northern Plains. During the few weeks this month when the almond trees are in bloom, 1.6 million beehives flood the state's almond orchards, many of them trucked in from the Midwest.

"The almond bloom is one of those events that is big enough that all the bees ? in fact, the majority of the bees in the country ? can all be engaged and prospering," says Browning. He and his fellow beekeepers now earn as much money renting their bees to pollinate almonds as they do selling honey.

But the bees can't stay in the almond orchards. In a few weeks, they'll have to move on, "because just as quickly as it arrived, the bloom is over and we're back to desert here," says Browning. "And we have to find our sanctuaries for these bees."

To survive, and certainly to produce honey, bees need food. They need landscapes with plenty of flowers and nectar. But those simple things are surprisingly hard to find in modern America.

"We're limited to the fringes of rural America, where we can stay away from pesticides, where we can find wildflowers," says Browning.

So Browning and many other beekeepers pack up their colonies and drive to the northern Plains. In particular, they drive to North Dakota.

It's one of the few places where thousands of colonies of bees have been able to graze happily. A big reason is a government program, the Conservation Reserve Program, which has been especially popular in North Dakota. Under this program, the federal government rents land from farmers and sets it aside, taking it out of crop production to conserve the soil, save water, and support wildlife.

Flowers bloom on that land ? alfalfa, clover or wildflowers ? all summer long. It's just what bees need.

But that floral feast is shrinking. This is where those high corn prices come into the story. Farmers who used to put their land into the conservation reserve are having second thoughts. Corn is more profitable.

"The landscape is changing," says Ned "Chip" Euliss, who lives in Jamestown, N.D., and works for the U.S. Geological Survey. "When I first came here, 20 years ago, it was rare to see a cornfield in North Dakota. Now, they're very common."

The amount of North Dakota land in the Conservation Reserve, meanwhile, has declined by a third over the past five years. This year, it's expected to take another plunge, perhaps down to half what it was at its peak.

Beekeepers are telling Euliss that they're worried, that these changes are bad for bees. And Euliss, together with a group of other scientists from the U.S. Department of Agriculture and the University of Minnesota, is trying to measure the impact of those changes. They're monitoring dozens of different colonies to see whether bees that now spend their summers near cornfields stay as healthy as bees that get to graze on conservation reserve land.

Bees, of course, have been having lots of disease problems in recent years. For Zac Browning, who's the fourth generation of Browning beekeepers, the shrinking sanctuaries in the Dakotas, coming on top of his other problems, feels like a kind of personal crisis.

"This is my livelihood. It's also my birthright," he says, as we drive away from the orchard. "I really believe that we need to be able to pass this business, this passion, on to the next generations. And if we don't stand up now, I don't think we'll be able to pass anything on."

If there's one small bit of hope, it's the fact that this is not just a beekeeper's problem anymore. Browning and his bees are getting a lot more attention these days, because the prosperity of almond growers also depends on what happens to bees on the lonely northern Plains.

Parliament to vote on Romania's new government (AP)

BUCHAREST, Romania ? Romania's Parliament is to vote to approve the country's new government, which the ruling coalition hopes will improve its popularity ahead of parliamentary elections this year.

Mihai Razvan Ungureanu, formerly the head of Romania's foreign intelligence service, was appointed prime minister-designate after Emil Boc resigned after weeks of protests against his biting austerity measures.

Ungureanu needs 233 votes, and the ruling coalition and its minority partners have 244. The opposition says it will boycott Thursday's vote.

Ungureanu's Cabinet has seven ministers from the previous cabinet, along with new, younger ministers for the key portfolios of economy, finance, interior ministry and agriculture.

Today?s blog focuses on how to protect your home and family from two of nature?s biggest hissy fits?Thunderstorms and Tornadoes. ?On average, Texas has about 60 thunderstorm days per year with an average of 130 tornadoes sited.? Although thunderstorms and tornadoes can occur during any time of the year, they are most likely to happen during the spring months?April, May and June?then again in the fall.? This is due to the greater frequency of colder air masses (fronts) moving southward into more warm and humid air in our part of the south plains creating instability in our atmosphere that can produce severe weather.? A majority of the tornados in Texas occur along and south of the Red River between Lubbock and Dallas; however, as we?ve seen by the 7 reported tornadoes that struck the Houston area on January 9^th, they can and do happen anywhere and at any time!? OK, so now that we know storms can occur anywhere at anytime across the great state of Texas, what can we do to protect our family and property as best we can from the destruction they cause? ??I?ve prepared a pretty comprehensive list of ideas and suggestions below that are pretty much in order of most important to slightly less important, but please keep in mind that all of this is important to protecting your family and property. Lets make one thing clear. Outdoor Warning Sirens are meant to do one thing, warn people outdoors. They are not meant to be a primary method of warning folks indoors or wake you up in the middle of the night.

NOAA Weather Radio

1. Have a NOAA Weather Radio with SAME (Specific Area Message Encoding) technology.? We cannot stress enough the importance of having one, properly programmed for your area http://www.nws.noaa.gov/nwr/CntyCov/nwrTX.htm , and with fresh batteries installed at all times in case the power goes out.

2. Have multiple sources for receiving severe weather information.? I can testify from my own use of this App, it will deliver Warnings for your location to you even while you?re yakking on the phone.

That kindof goes without saying, but some additional things to think about are having your insurance claims number(s) and the number to your local Red Cross organization programmed into your phone.? In the case of severe and widespread destruction, those numbers could become a lifeline for help.

4. Consider building a Safe Room in your home or community. http://www.fema.gov/plan/prevent/saferoom/ When designing new construction, ask the builder include a safe room in the construction plans.? If your new home will be FHA financed, HUD allows borrowers to include windstorm shelters as an eligible work item for certain types of FHA financed new construction. ?For those thinking of remodeling, consider retrofitting a centrally located closet or bathroom into a safe room.? Projectiles can include but are not limited to, patio furniture and umbrellas, hanging baskets or other yard d?cor, loose fencing and gazebos and portable sports equipment.. Weather forecasting has gotten pretty good over the past 20 years, and we usually have a couple of days lead time before a severe storm event, so make sure you take that time to assess what items on your property mother nature might accidentally donate to your neighbor.

7. Consider reinforcing your roof and doors on your home and other buildings on your property. http://www.fema.gov/library/viewRecord.do?id=3263? Most homes can be retrofitted with door bracings and roof/gable supports that will help resist destruction from high wind.
